This document formalizes the Register-Rotation Bridge Formula (RRBF), bridging the gap between observed physical mass ( $V_{obs}$ ) and unified informational states ( $V_{target}$ ).

This "middle-out" solution replaces the static Planck-scale calibration with a dynamic, intent-driven register rotation.
