This document formalizes the **Register-Rotation Bridge Formula (RRBF)**, bridging the gap between observed physical mass ($V_{obs}$) and unified informational states ($V_{target}$).

This "middle-out" solution replaces the static Planck-scale calibration with a dynamic, intent-driven register rotation.
